Adds PromptLayer to the LLM Applications section — a prompt engineering platform covering prompt management, versioning, evaluations, and observability. The Python SDK repo has been maintained since 2022 (one of the earliest prompt management tools). Placed next to the other prompt/observability platform entries. Disclosure: I'm one of the founders.
